A visionary and challenge-oriented bilingual Chief Executive Officer with proficient background in computer science, Alan Bernardi has compelling analytical skills and a credible track record in the fields of scientific research and information and communications technologies. Thanks to his wide-ranging experience in entrepreneurship, innovation, strategic planning, project management and technology transfer, he operates as a mobilizing and rallying leader who journeys together with companies in their change management and problems solving.


Chloé Martinetti

Project Manager

A graduate in business administration, marketing techniques and public relations, Chloé Martinetti has developed her skills in marketing, communication, events management and international trade during her various work and volunteer experiences, especially as an International Advisor for Export Outaouais and Leading Co-Organizer of the 2015 Ottawa-Gatineau Startup Weekend.

Her knowledge of the Outaouais regional ecosystem as well as existing resources across other regions of Quebec and on the international scene empowers her to journey together with many companies in their business development undertakings. Her communication skills have also allowed her to position –  within the Quebec business ecosystem – the organizations in which she has invested herself, notably through several strategic collaborations.


Charles Lapointe

Project Manager

A graduate of the Université du Québec en Outaouais in Business Administration and Entrepreneurship, Charles Lapointe brings to the resident companies within Cilex the knowledge he has acquired, among others, as Account Manager at the Business Development Bank of Canada. As a Project Manager, he works in partnership with organizations and companies to promote entrepreneurship within the Outaouais Region. His experience within several fields of expertise allows him to have an impact in the entrepreneurial process of the companies he is currently helping.


Professionals in residence within Cilex work closely with entrepreneurs in order to equip and advise them to make informed strategic decisions.


Attorney Isabelle Mayrand

A native of Montreal, Attorney Isabelle Mayrand completed her Bachelor of Law degree (LL.B.) at the Université du Québec à Montréal. After fulfilling her internship within a general-practice law firm, she moved to the region and practices as a Lawyer at Nadeau et associées. Having grown up within an environment of entrepreneurs doing business in the field of high technology, Attorney Mayrand now combines her passion for law and business by focusing primarily on corporate and commercial law.


André Merizzi, M.Sc. (Physics)

Active in the field of intellectual property for more than 12 years, André Merizzi has been specializing himself in the development of patent portfolios related to high technology innovations, such as computer technologies, optics and telecommunication systems, but also patent portfolios pertaining to construction products and industrial processes.

As a Physicist, André always aims to understand the fundamental principles underlying the inventions he aims to protect, in order to fully understand the various technical and technological features leading to the unique commercial advantages offered by these inventions. Through strategic international claims and repositories, André first seeks to optimize the legal positioning of his clients so as to maximize the added value of their patent portfolio, by bearing in mind the budget available for the development of their portfolio.


Michel Raymond

Michel Raymond holds over twenty years of experience within the information technology sector, including Web development, systems administration, project management and business analysis. Prior to founding Dextera Communications, he worked in multiple Government of Canada departments, including Global Affairs Canada, the Treasury Board of Canada Secretariat and Services Canada. During his time of office for the Federal Government, Michel received several honors and awards of excellence, including two GTEC Awards of Distinction for Excellence in Public Service Delivery-EXTERNAL.


Serge Paquette

Serge is a Business Insurance Broker and he specializes in the sphere of knowledge economy. His clients include among others companies operating in the areas of technology, communication and biotechnology. He works with start-up companies as well as with large corporations doing business on the international scene. He is therefore well positioned to provide solutions adapted to start-ups and advise them all the way through their growth. Serge holds a Bachelor’s degree in Business Administration and a Canadian Diploma in Risk Management.


Jasmin Morin

Graphic Designer

Jasmin Morin combines over 12 years of experience in various fields of visual communications, including design and user interface experience, branding and advertising design. Passionate about problem solving, he approaches design and visual communications as a space of innovation to create strategic and unique solutions for each project.

In 2015, after working as a Designer within the technology start-up Punchtime, he decided to use his experience to help and guide his own clients within his company. Among them there are CartoVista, Cilex, 4elements, and the Canadian Commission for UNESCO. Jasmin is also a Lecturer at the Université du Québec en Outaouais where he teaches for the B.A. in Graphic Design at the École multidisciplinaire de l’image.
